Mission and Purpose
The mission of Lockwood Construction is to be the best multi-family contractor wherever we operate by providing the optimum in quality, cost and schedule performance.
Lockwood Construction’s will re-establish itself as the premier construction company in the new construction and rehabilitation of affordable housing and senior apartment businesses. We will rely upon our experience in government housing program compliance and in the case of senior housing, our knowledge in building commercial kitchens, elevator construction, emergency call systems, fire suppression, and standby generators.
In addition, we plan to expand our operations into building non-government market-rate housing in the Midwest and Southeast markets of the U.S.
Lockwood-developed projects and rehabs will be our primary market, but Lockwood Construction will also consider building for other owners, on a highly-selective basis. We will employ a vetting process to ensure any construction contract in which we enter is adequately funded, not only for the contract amount, but have an adequate contingency for unforeseen changes in scope.
Our teams bring expertise in all types of multifamily construction and rehabilitation spanning from garden communities, senior communities to high-density residential and mixed-use retail. From the initial due diligence to the final completion our construction team ensures every step during concept analysis, pre-construction planning and community design is handled with foresight and precision.
Our control systems during construction include strict guidelines for budget management, schedule, safety, quality control and communication. We embrace and apply the best management practices and standards of care necessary to protect and preserve the environments around us and strive to incorporate green building practices wherever possible. We don’t just build; we build lasting communities and relationships.

Rodney M. Lockwood, Jr., President
Rodney M. Lockwood, Jr. has over 30 years’ experience as the Chairman/CEO of the Lockwood Companies, based in Southeastern Michigan, which develops, constructs, acquires, rehabilitates and manages multi-family apartments and senior citizen communities. Mr. Lockwood has overseen the construction of over 10,000 housing units, in Michigan and Illinois. Formed in 2000, Lockwood Management currently manages approximately 4,500 units, located in Michigan and Ohio. The Lockwood Companies has 230 employees. He has served as Chairman of the Board of the Michigan Chamber of Commerce, President and Chairman of the Board of the Michigan Housing Council, Board Member of First Independence Bank and Board member of the National Housing and Rehabilitation Association. Mr. Lockwood is former Treasurer and current board member of the Mackinac Center for Public Policy in addition to serving on the Steering Committee of the Housing Credit Group of the National Association of Home Builders. His op-eds and letters have been published in the Detroit Free Press, the Detroit News, Lansing State Journal and the Wall Street Journal. He has made a number of appearances on Fox Business Network, Fox News and local Detroit TV and radio stations. Mr. Lockwood holds a B.S. – Mechanical Engineering degree from the University of Michigan and an M.B.A. (finance) from Wayne State University. He also holds a Association Broker’s License in Michigan and Georgia.
Dean Schroeder, Director of Construction
Mr. Schroeder has been employed in the construction industry since 1986. His experience includes the construction of over 5,500 new apartment units, the rehabilitation of nearly 1,150 apartment units, 126,000 square feet of commercial retail space as well as above and below grade parking structures with some as much as 7 stories.
In 1998 he joined the Lockwood Construction as Project Manager and in 2000 was promoted to Senior Project Manager, overseeing the work of multiple Project Managers. In 2001 he advanced to the position of Assistant Vice President of Field Operations overseeing construction operations on several projects, estimating, purchasing, scheduling, budget compliance, progress reporting and certifying project completion.
In 2006 Mr. Schroeder advanced to the position of Vice President of Construction Operations. Mr. Schroeder managed the production division of the company with responsibilities at every step of the process from initial project inception and preliminary estimates to project completion.
When Lockwood ceased construction operations in 2008, Mr. Schroeder left for CANV Construction, an affiliate of Fore Property as Vice President of Construction. Out of their Washington, D.C. office Mr. Schroeder was responsible for their construction efforts nationally. Project locations consisted of Florida, Texas, Colorado, Indiana, and Maryland. During his tenure with CANV Mr. Schroeder managed multiple diverse teams constructing luxury market-rate apartments.
In 2013 Mr. Schroeder joined Mill Creek Residential Trust as Senior Project Manager, a step back in title with a giant leap forward in managing the construction of complex, mixed use, high-quality apartment communities. During his tenure with Mill Creek Mr. Schroeder oversaw the construction efforts of Modera Mosaic Phase I and II Fairfax, Virginia from pre-construction thru project delivery.
Mr. Schroeder recently rejoined Lockwood Companies as Director of Construction. As head of construction he will set the processes and standards to manage the Construction Team(s) to provide a quality product efficiently, safely and professionally; within set budgets and agreed timescales, ensuring the highest levels of customer satisfaction.
Mr. Schroeder has a Bachelor of Science degree in Construction Management from Ferris State University and an Associate of Science degree in Building Construction Technology, also from Ferris State University.
Michael McMillan, Director of Finance
Michael McMillan is the Director of Finance for the Lockwood Companies. Michael has over ten years of experience as a Certified Public Accountant. He has extensive public experience with concentrations in the areas of audit, tax preparation and internal control. Six of those years have been spent in the multifamily real estate sector with the Lockwood Companies. His core foci at Lockwood are to oversee the accurate preparation, review, and timely distribution of financial reporting for both internal and external stakeholders. Michael has oversight of all of Lockwood Companies internal controls, treasury management and tax planning. Mr. McMillan holds a Bachelor of Arts degree from the University of Michigan as well as a Masters of Science in Accounting from Wayne State University.
Rodney Philip Lockwood, Vice President and Qualifying Officer
R. Philip is a licensed Michigan residential builder and holds a B.S in Architecture from the University of Michigan, Ann Arbor. He joined the Lockwood Companies in 2016, bringing his expertise of design, and marketing to the team. Having worked in small business incubation at Practice·Space, as well as design-studio work at M1/DTW, R. Philip possesses both the skill and the passion necessary in bringing quality and affordable housing options to Metro Detroit. At Lockwood Companies, he has overseen the renovation and rebranding of hundreds of multi-family units, and participated in the development of new construction affordable housing in Southeast Michigan.
Mark Lockwood, Executive Vice President
Mr. Lockwood joined the Lockwood Companies in 2011 after working in the multifamily division of a national real estate brokerage firm. He also has experience working for City Year Detroit, a non-profit organization as volunteer outreach coordinator and a corporate sponsor public relations ambassador.
Mr. Lockwood has been intimately involved in the financial analysis of the company portfolio and acquisition opportunities in his previous role as Vice President of Development. Mr. Lockwood has experience in processing and closing loans for the HUD 223(f) program and HUD Transfer of Physical Assets process, acquiring affordable and market-rate apartment properties, condominium properties and low-income tax credit and tax-exempt bond financed apartment complexes. Mr. Lockwood has been directly responsible for over $100 million in acquisitions and developments in his time with the company. Mr. Lockwood currently sits on the board of directors for the Michigan Chamber of Commerce and Michigan Housing council. Mr. Lockwood is a graduate of Albion College, holding a Bachelor of Arts degree in Economics and Management. Mr. Lockwood is also a licensed real estate salesperson in the State of Michigan.
